The Town of Homer, Louisiana was incorporated March 13, 1850 by Act No. 11 under a special legislative charter. The Town operates under a Mayor-Selectmen form of government. The 1850 Act 11 was amended in its entirety by Act No. 36 of 1876. Article I of the 1876 Charter constitues the basic charter of the town. Amendments have been codified in Article II beginning with § 15.

Any issues that are not addressed, i.e. 'remain silent' in Homer's 1876 charter are addressed by the Lawrason Act of 1898.
